ENROLLMENT PROCESS: Home Energy Performance Program (HEP)

  • If you heat your home w/ something other than natural gas or electricity, you’ll need to provide documentation of the previous years fuel consumption. You’ll also need the conditioned square footage of the finished and purposely heated area of your home. Horizon will compare it to the municipal tax map of your property for review. You may add the gas and electric use from your monthly billing. Horizon is required to match that against utility records and database.

  • Gather up your receipts of fuel oil, propane or cordwood / pellets for at least the last year. More than 1 year is more helpful.

  • Go to the Home Heating Index website and complete your application.

  • If your HHI meets or exceeds the current HHI level at the time of your enrollment, the website will prompt you for more information. The HHI level does vary depending on program budgets, ratepayer demand and interest, general energy costs.

  • Eligibility entitles the applicant to a low-cost energy audit only. Eligibility is not a commitment for utility funding of contractor proposed measures. All packages of measures must be proven as cost effective per the utility approved energy saving modeling software.
